Isiniwalat ni Finance Secretary Ralph Recto ang posibilidad na ibenta sa Social Security System (SSS) at Government Service Insurance System (GSIS) ang stake o sapi ng gobyerno sa Subic-Clark-Tarlac Expressway (SCTEX) upang palakasin ang investment portfolio ng pension funds.
Ginawa ni Recto ang pahayag isang linggo matapos sabihin ng Bases Conversion and Development Authority (BCDA) na ikinu-konsidera nilang ibenta ang natitirang stake sa SCTEX sa MVP Group na pinamumunuan ng tycoon na si Manuel V. Pangilinan.
