Inanunsyo ng Northern Samar Provincial Government na inaprubahan noong Miyerkules ni Governor Harris Ongchuan, chairman ng Provincial Disaster Risk Reduction and Management Council (PDRRMC) ang rekomendasyon na magdeklara ng State of Calamity.
