PINALAWIG ng Swedish Government ang Financing Grant para sa pag-aaral ng planong Subic-Clark-Manila-Batangas (SCMB) Freight Railway Project.
Ayon sa Office of the Special Assistant to the President for Investment and Economic Affairs (OSAPIEA), nilagdaan ng Sweden sa pamamagitan ng kanilang Development Finance Institution na Swedfund International at ng Department of Transportation ang Grant Agreement.
