Batay sa police report, nangyari ang insident sa kusina ng pasilidad, kung saan naka-kustodiya ang dalawang opisyal kasama ang apat pang co-accused, kahapon ng umaga, bago ang kanilang preliminary investigation sa Quezon City Prosecutor’s Office.
