Ayon kay Maria Venue Apolonio, Tacloban Plant Manager ng Department of Health-PITAHC, ang lumubong produksyon ay dahil sa tumaas na demand mula sa DOH regional offices, partikular sa Region 2 o Cagayan Valley, kung saan mayroong pinaigting na distribusyon ng non-synthetic drugs sa rural health centers.
