Ayon sa National Capital Region Police Office (NCRPO), nagsasagawa ng operasyon ang MMDA enforcer na si Mark Anthony Popongco at mga kasamahan nito, nang harangin nila ang puting van sa Filinvest Exit sa Acacia Avenue.
