Taliwas ito sa naunang pahayag ni COMELEC Chairman George Garcia na posibleng hayaan na lamang ng pangulo na mag-lapse at maging batas ang Bill pagsapit ng Aug. 14.

Ipinaliwanag ng pangulo na ang Postponement ay upang makapag-focus ang pamahalaan sa kauna-unahang Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Parliamentary Elections.
Inihayag ni Marcos na kailangang tutukan ng Poll Body ang BARMM Elections na itinakda sa Oct. 13, dahil napakahalaga nito para sa hakbanging pangkapayapaan ng pamahalaan sa rehiyon.
Samantala, pumalo sa mahigit dalawang milyon ang bilang ng mga nagparehistro para makaboto sa Barangay at Sangguniang Kabataan Elections (BSKE).
