Sinabi ni Mayor Raymund “Monmon” Uy na sa pamamagitan ng deklarasyon ng estado ng lungsod, napatunayan na hindi na bahagi ng kanilang problema ang insurhensiya.

Ang Calbayog ang una sa pitong lungsod sa Eastern Visayas na idineklarang insurgency-free kasunod ng pagpasa ng resolusyon ng city council, batay sa panukala ng City Task Force to End Local Communist Armed Conflict.
