Ayon sa DA Disaster Risk Reduction and Management Operations Center, ang hakbang ay kasunod ng pananalasa ng Bagyong Opong na nagdulot ng 1.95 billion pesos na halaga ng pinsala sa agrikultura, kasama na ang pinagsama-samang Losses na iniwan ng mga Bagyong Mirasol at Nando.
