Ayon kay Lacson, 20 hanggang 25% ng kabuuang pondo ay napupunta sa Pulitikong Funder o Proponent ng Proyekto, 8 hanggang percent ang parte ng mga opisyal mula sa Department of Public Works and Highways at maswerte na lang kung hihingi lang ng 6 percent ang District Engineer para sa kabuuan ng proyekto.
Mayroon pang “extra” na 2 hanggang 3 percent na mapupunta sa District Engineering Office kung mayroong tinatawag na “Surplus” sa Contractor’s Profit.
