Ayon kay NBI Spokesperson Ferdinand Lavin, ang dayuhan ay nakilalang si Tak Hoi Lap na nadakip sa loob ng nirentahan niyang Mitsubishi Xpander kung saan naroroon ang spy equipment na International Mobile Subscriber Identity (IMSI) catcher.

Ayon kay Lavin ang pagdakip sa dayuhan ay bunsod ng paglabag nito sa Espionage Law at Data Privacy Act.
