Sinabi ni Batangas ABC President Fernando Rocafort, pinabulaanan nitong may tampo si Batangas Governor Vilma Santos sa ilang mga kapitan kaya hindi sila nakasama sa binigyan ng ayuda.
Katunayan, sinabi ni Rocafort na ang mga barangay captain na hindi nakadalo sa aktibidad ay humingi pa nga ng paumanhin sa hindi nila pagpunta.
Sa kabila ng nangyari, tiniyak ni Rocafort na ipinroseso pa rin ang dokumento ng walumpu’t apat na barangay na ang kapitan ay hindi dumalo sa aktibidad at ipinadala na ito sa Office of the President.
