UMAASA si Department of Health (DOH) Secretary Teodoro Herbosa sa pagpapalawak ng Zero Balance Billing Program sa provincial hospitals sa pamamagitan ng 1-billion peso support fund para sa mga ospital na pinangangasiwaan ng Local Government Units (LGUs).
Dati ay limitado lamang sa DOH-run hospitals ang naturang programa subalit ngayon ay kabilang na ang mas maraming provincial hospitals, kasabay ng paglalaan ng kagawaran ng pondo upang masimulan ang implementasyon ng zero balance billing sa mga piling malalaking ospital na pinatatakbo ng LGU.
