Ayon sa MMDA, ang mga empleyado ay bahagi ng payroll division na nagawang manipulahin ang computerized payroll system at kinaltasan ang ang sweldo ng mga target na empleyado at saka inilipat ang ikinaltas na pera sa kanilang sariling accounts.
