Ang nasabing kagamitan ay ginagamit para makapakinig, maharang ang mga datos sa mobile phones at mai-track ang location data ng mobile phone users.
Ayon kay Lavin ang pagdakip sa dayuhan ay bunsod ng paglabag nito sa Espionage Law at Data Privacy Act.
