Ayon sa Calbayog City Public Information Office, inaprubahan ng Sangguniang Panlungsod ang deklarasyon ng State of Calamity, kahapon, kasunod ng rekomendasyon na isinumite ng City Disaster Risk Reduction and Management Office.
