Sinabi ni Governor Gerard Roger Espina, na nagsimula ang barge operation noong Jan. 4, kung saan sagot ng provincial government ang gastos sa buwanang renta sa barge na gagamitin sa pagdadala ng mabibigat na sasakyan mula sa Leyte Island patungong Biliran.
