Lumahok si Samar Governor Sharee Ann Tan, kasama sina Calbayog City Mayor Raymund “Monmon” Uy, Matuguinao Mayor Alran Boller, at Calbiga Mayor Red Nacario, sa Incident Command System (ICS) at Emergency Operations Center (EOC) executive course.
Inorganisa ito ng Samar Provincial Disaster Risk Reduction and Management Office (PDRRMO), sa pakikipagtulungan ng Office of Civil Defense Region 8.
Ang ICS ay binuo para sa epektibo at mahusay na incident management sa pamamagitan ng combination of facilities, equipment personnel, procedures, at communications na nag-o-operate sa loob ng isang common organizational structure.
Ang EOC naman ay ang centralized location ng emergency response and recovery support operations tuwing mayroong mga insidente.
